Terms of Reference.
I am directed to inform you that the first meeting of the above Committee was held on Tuesday, December, 6th.
After careful consideration of the terms of reference the Committee was unanimous in their opinion that, bearing in mind the great demand for outdoor re- creation in the Colony, coupled with certain special cases which do not appear in the Table to the Second Schedule, it was desirable that the terms of reference be broadened to enable firm long term recommendations to be made regarding the over- all problem of facilities for outdoor recreation.
Accordingly I am directed to enquire as to whether consideration could be given to the amendment of Para. 1 of the terms of Reference by the words:
"in the First and Second Schedule"
I am further directed to enquire whether His Excellency the Governor considers that publicity should be given to the fact that this Committee is sitting, either by a Gazette Notice, or through P.R.O., and whether Government considers it advisable that the Committee be empowered to call for representations from all interested persons in order that an adequate survey of the problem may be made.

I am directed to refer to my letter No. 6/526/49 of the 25th November, 1949. regarding the terms of reference of the Recreation Grounds Committee of which you are Chairman, and to inform you that His Excellency the Governor has approved the addition of the following to those terms: --
(iii) To make any other recommendations which the Committee considers advis. able regarding Recreation grounds and Playgrounds generally in the Urban District.

Further to the letter of 9th instant with reference to the Terms of Reference of the above Committee, I am directed to inform you that, among others, the Committee has arrived at the following conclusions:-

(a) That the majority of Clubs listed in the Table to the Second Schedule of the relative Ordinance are old established Clubs in the Colony, the majority of which, have been in possession of their existing grounds, with exception of the Occupation Period, since previous to 1930.
(b) That no such Club could justifiably be dispossed of their ground unless
equivalent, or better, accommodation could be offered.
(c) That there was at present, or in the near future, no likelihood of such alter-
native accommodation being available.
(d) That of these old established Clubs, two Clubs, namely the Hong Kong Foot- ball Club at Happy Valley and the South China Athletic Association at regarding accommodation for Caroline Hill, had put up proposals
spectators and the general development of their grounds.
(e) That these proposals were directly concerned with improvement of a situa- tion which was a matter of public urgency, and were accordingly in the public interest.

The Committee therefore, having due regard to the cost of these proposed developments, were unanimous in making the following recommendations:-
(a) That the Hong Kong Football Club, and the South China Athetic Asso- ciation, be offered a lease of 21 years in respect of their existing grounds provided that-
(i) The proposals for development be corelated with the intentions of Government regarding a Colony Stadium, and that the extent of development approved by Government be dependent upon these intentions.
(ii) That the lease contain a clause stating that no Club be entitled to compensation in respect of any such development should conditions be such that the lease is not renewed.
3. I am also directed to state that the Committee further considered these re- commendations in respect of the Clubs occupying grounds adjacent to the Hong Kong Football Club and are of the opinion that any minor adjustment to the boundaries of the grounds in question present no justifiable denial of the development proposed.
4. Pending the Committee's full report under the Terms of Reference, it is their urgent request that immediate attention be given to their recommendations regarding these two Clubs, in order that plans may be considered in time to effect approved developments before the commencement of the next Football Season.
